There is no right answer to this question.  


Every state is different and you will need to consult with your legal staff.  What you are putting in Guardian Tracking is no more or less subject to open records laws than any other type of documentation.  For this very reason Guardian Tracking gives you the ability to "exclude" categories from an incident details report.  


If you are required to release certain information you can easily exclude any entries you are not required to release.
