This is something we advocate.  There are several benefits to this transparency, even if non-supervisory personnel were given access with no create rights.

  1. Transparency provides immediately, consistent, and relevant feedback to the employee regarding their performance.  This eliminates the mystery about documentation.  Employees know exactly where they stand and know that their efforts are recognized and valued.
  2. It has been proven time and again that poor performers will improve when given consistent feedback.  At the same time, the performance of your high performers will dissipate over time when they feel their efforts are not recognized.  The bottom line is personnel will perform as expected when given proper feedback.
  3. In order to make effectiveness personnel decision it is vital to demonstrate that an employee was made aware of an issue and given an opportunity to improve.
